1.Introduction

The process of innovation in financial sectors is dynamic and payment gateways and service bill payment are becoming an important trend in Nepalese fintech market. For this purpose, National Payments Interface (NPI) has played an important role in extending fund transfer and service payments through APIs both within the channels provided by NCHL and on the alternate channels of the BFIs, PSPs and PSOs. However, current approach requires integration of each of the service APIs in the alternate channels. Hence, with an objective to ensure service interoperability NPI-Biller Payment gateway or API as an extension of the NPI has been established, such that the BFIs, PSPs, PSOs and other third party entities can rollout the available service payment related use cases to their customer by offering various types of bundled services in their platforms. NPI-Billers is a unified platform developed by NCHL that offers bundled service payments ranging from non-conventional Govt/ Semi-Govt to commercial service payments. NPI-Biller is available as a User Interface (UI) or as a bundled interface (APIs) that can be used or integrated with third party application/ system for the service payment integration with minimal effort, in a secure and convenient manner.

2. Purpose of the document

The purpose of this document is to provide details of the technical specifications of the NPI-Billers integration with third party (any of their alternate channels) using UI or APIs. For the ease of implementation, high level flow diagrams and some of the use cases have also been listed in the document, as reference. The business rules and validations will be as per the guidelines, operating rules and/or operating procedures of the underlying core systems of NCHL-IPS and connectIPS and hence it is recommended to refer to such documents as well. The intended audience for this document comprises of mainly technical resources or partners of the BFIs, members of NCHL, service providers having technical expertise in system setup and development.

3.Document update

The service payment within NPI-Billers is primarily intended for consolidating both non-conventional and commercial creditors/billers which are on-boarded by member BFIs or PSPs on NCHL systems. So, the number of service under this document will be updated intermittently as and when they are added. Hence, the reader is also requested to refer and contact NCHL for the updated document.

4. Key objectives

The main objective of NPI-Biller Integration is to establish unified platform for various type of service/ billers and their integration with third party system in secure and seamless manner.

  1. To extend biller/creditors related service payments to any applications or channels of the member BFIs or PSPs or PSOs to ensure service interoperability. Such services include non-conventional and commercial service payments.

  2. To facilitate third party channels for seamless integration of service payments with minimal effort for integration

  3. To ensure services could be added easily in such platforms.
